ICAO – State Safety Programme
ICAO Annex 19 is intended to assist Countries (States), civil aviation regulatory authorities (CAAs) and aviation company operators (service providers) in mitigating aviation safety risks. Given the increasing complexity of the global air transportation system and its interrelated aviation activities required to assure the safe operation of aircraft, the safety management provisions of Annex 19 support the continuous evolution and maturity of a proactive strategy to improve safety performance.
The foundation of this proactive safety strategy is based on the implementation of a State Safety Programme (SSP) by the Country and CAA that addresses safety risks, in agreement with the implementation of a Safety Management System (SMS) by aviation industry service providers.
QSSA has the capability to assist and support States in the development and implementation of SMS and SSP programmes that meet ICAO Annex 19 and the associated standards.
